黄山市前身为徽州地区，古称新安，距今已有2200多年的历史。1987年设立地级黄山市，现辖三区（屯溪、黄山、徽州）、四县（歙县、休宁、黟县、祁门），总面积9807平方公里，人口150万。
Huangshan City dates back to 2,200 years ago when it was known as Xin'an. It was officially named in 1987, replacing the former Huizhou Prefecture. Currently, under its jurisdiction are three districts (Tunxi, Huangshan, and Huizhou) and four counties (Shexian, Xiuning, Yixian, and Qimen). The total area is 9,807 km2 and the population is 1.5 million.
黄山概况
黄山市地处皖浙赣三省交界处，自古就是“三省通衢”，是安徽省规划的区域中心城市和交通枢纽城市之一。现已建成到杭州、合肥、衢州、婺源、绩溪、景德镇的高速公路，高速公路总里程达到358公里。黄山屯溪国际机场为4D级口岸机场，先后开辟了20余条国内航线以及香港、台湾、韩国、日本等地区、国际航线和旅游包机航线。随着京福高铁正式开通、黄杭高铁的加快建设、皖赣铁路扩能改造前期工作的全力推进，届时黄山东至杭州、上海，南至福州、广州，西至南昌、武汉，北至合肥、北京步入1至5小时交通圈，黄山连南通北、承东启西的枢纽地位将更加凸显。
Huangshan City: A Brief Introduction
Located in the southern part of Anhui Province, Huangshan City borders Zhejiang Province on the east and Jiangxi Province on the south, serving as a "transport hub" for the three provinces. It is one of the planned central cities for economic development and transportation in Anhui Province. Currently, highways to Hangzhou, Hefei, Quzhou, Wuyuan, Jixi, and Jingdezhen have been put into use, and the total highways have added up to 358 kilometers. The 4D-grade Huangshan Airport has direct flights to Hong Kong, Taiwan, South Korea, and Japan as well as more than 20 domestic flights. With the operation of the Beijing-Fuzhou high-speed railway, the speedy construction of the Huangshan-Hangzhou high-speed railway, and the capacity expansion of the existing Wan-Gang railway, Huangshan City will be connected to the eastern cities of Hangzhou and Shanghai, the southern cities of Fuzhou and Guangzhou, the western cities of Nanchang and Wuhan, and the northern cities of Hefei and Beijing in 1 to 5 hours. By then, its favorable transportation advantages will be more appreciated.

黄山市境内气候温润，植被茂盛，生态一流，是华东地区重要的生态屏障。全市森林覆盖率82.9%，是全国平均水平(21.63%)的3.83倍；地表水优质率达到100%，比全国平均水平(57.3%)高42.7个百分点，人均水资源占有量6799立方米，是全国人均（约2100立方米）的3.2倍；空气质量优良率常年在95%以上，在全国环境保护重点城市中名列前茅；黄山风景区空气负氧离子浓度长时间稳定在每立方厘米20000个以上，PM2.5日均浓度值5微克／立方米，是名副其实的“天然氧吧”。
Excellent Ecological Environment
Huangshan City enjoys a wonderful climate. With clear seasonal divisions in temperature and rainfall, it has abundant vegetation varieties and excellent ecological environment. It serves as an important nature reserve in eastern China. The average forest coverage is 82.9%, 3.83 times higher than the national average (21.63%); the surface water quality is 100% good, 42.7% higher than that of the national average (57.3%); the average share of water resources per capita is 6,799 m3, 3.2 times more than that of the national average (about 2,100 m3); the acceptance rate of air quality is 95%, topping the 113 cities listed for key environment protection; especially in the Huangshan Mountains, the amount of the negative oxygen ions in every cubic centimeter counts over 20,000. The PM2.5 counts only at 5, well worthy of the reputation of "natural oxygen bar".
山水优美
黄山市境内风光奇绝，品位极高，拥有11处国家级重点风景名胜区、自然保护区、森林公园、地质公园，56家60处A级以上景区（其中5A级景区3家8处、4A级景区20家）。作为中国山岳风光的代表，黄山以奇松、怪石、云海、温泉、冬雪“五绝”著称于世，集世界文化与自然遗产和世界地质公园三顶桂冠于一身。“画里乡村”西递、宏村，作为中国传统建筑的典型作品，同列联合国世界文化遗产。“山水画廊”新安江全长359公里（黄山市境内242.3公里），经千岛湖流入浙江的富春江、钱塘江，是华东地区重要的战略水源地。“黄山情侣”太平湖平均水深40米，水域面积88.6平方公里，总库容达24亿立方米。道教圣地齐云山、国家地质公园牯牛降、“世界奇观”花山谜窟、历史文化名城歙县和活动着的“清明上河图”屯溪老街等诸多高品位景点星罗棋布，绘就一幅山水人文交相辉映的精彩画卷。
Wonderful Natural Landscapes
Huangshan City boasts of great natural landscapes. It has 11 national level scenic areas, nature reserves, forest parks, and Geoparks, 56 A-rated scenic spots (including 3 AAAAA scenic spots and 20 AAAA scenic spots). As an outstanding representative for Chinese mountainous scenery, Mt. Huangshan is noted for its "five wonders" in the world, namely, the pine trees, rock formations, sea of clouds, hot springs, and winter snow scenery. It is listed as world cultural and natural heritage site as well as a member of the Global Geopark Network. The Xidi and Hongcun villages, noted for its unique rural scenery, have showcased the most typical houses in traditional architectural styles. They are also listed as a UNESCO cultural heritage site. The Xin'an River, reputed for its picturesque riverside landscapes, measures 359 kms (242.3 kms of the river lies in Huangshan City). It flows into Qiangdaohu Lake and joins Fuchunjiang River and Qiantangjiang River in Zhejiang Province. It functions as a strategic water sources for eastern China. Taiping Lake, also called the "lover of Mt. Huangshan", averages 40 meters deep. It measures 88.6 km2 with a storage capacity of 2.4 billion m3. In addition, the Qiyunshan Mountain, one of the four sacred Taoist mountains in China, the Guniujiang National Geopark, the Mysterious Grottoes at Huashan, the renowned ancient city of Shexian, and the Old Street at Tunxi are also found in this area, making it a wonderful picturesque landscape of mountains and rivers.
文化灿烂
黄山市是徽商故里、徽文化的重要发祥地。徽商称雄中国明清商界三百多年，书写了“无徽不成镇”的传奇。徽文化以儒家文化为内核，涵盖哲、经、史、医、科、艺等诸多领域，与藏文化、敦煌文化并称为中国三大地方文化。新安理学、新安医学、新安画派、徽派建筑、徽州四雕、徽派盆景影响至今，徽剧是京剧的鼻祖，徽菜是全国八大菜系之一。全市拥有国家级文物保护单位31处、国家级非物质文化遗产20项、国家级历史文化名城、名街、名镇、名村21处。徽州历代名人仕士辈出，著名的有朱熹、戴震、胡雪岩、陶行知、胡适、黄宾虹等，马克思《资本论》中唯一提到的中国人王茂荫就是徽州人。2008年，徽州文化生态保护实验区被批准为全国第二个文化生态保护实验区，2011年升格为徽州文化生态保护区。在中华民族的历史长河中，徽文化和徽州人留下了永不磨灭的印记。
Splendid Cultures
Huangshan City is the hometown of the Huizhou Merchants and the birthplace of the Huizhou Culture. The Huizhou Merchants dominated the trading businesses for over 300 years in Chinese Ming and Qing dynasties. They created the legend that "in every township there would be businessmen from Huizhou". The Huizhou Cuture upholds Confucianism as its core. It covers as many subjects as philosophy, economy, history, medicine, science, and arts. The Huizhou Culture, the Tibetan Culture, and the Dunhuang Culture are known as the three regional cultures in China. The Xin’an Philosophical Studies, Xin’an Medicine, Xin’an Painting School, Huizhou Architecture, the Four Styles of Huizhou Carvings, and Huizhou Bonsai still have their great influence in today’s life. The Huizhou Opera is believed to have contributed to the birth of the present Peking Opera. Furthermore, Huizhou Cuisine is known as one of the top eight cuisines in China. In Huangshan City, there are 31 cultural relics sites under state protection, 20 national level intangible cultural heritages, and 21 sites protected as national level historical cities, streets, towns, or villages. Huizhou has also given birth to many celebrities, Such as Zhu Xi, Dai Zhen, Hu Xueyan, Huang Binghong, Tao Xingzhi, and Hu Shi, just to name a few. The only Chinese mentioned in Das Capital by Carl Mark was called Wang Maoyin, and he was from Huizhou. In 2008, the Huizhou Cultural Ecology Protection was approved by the State Council as a pilot project, the second of its kind in the country. In 2011, it was officially recognized by the central government. In the historical river of Chinese civilization, Hui Culture and Hui people have left an indispensible footprint.
物产丰饶
黄山市现有各类植物3000多种，其中属国家重点保护的33种；现存野生动物490多种，其中受国家保护的珍稀动物28种；现已发现并查明的矿产46种，其中初步探明祁门钨矿储量14万吨，钼矿储量1.08万吨，达到国内大型矿产规模。黄山既是中国“十大名茶”祁门红茶、太平猴魁、黄山毛峰的原产地，又是华东地区木竹、蚕桑、水果、食用菌、中药材的主产区之一。文房四宝中的徽墨、歙砚均产于黄山市；万安罗盘是中国古代四大发明之一——指南针的延续和发展，1915年在巴拿马万国博览会上获得金奖。
Rich Natural Resources and Products
Over 3,000 species of plants are found in Huangshan City, including 33 key species under the state level protection. Over 490 species of wild animals are found, including 28 rare and precious animals under the state level protection. Forty-six kinds of minerals have been discovered, including the tungsten and molybdenum ores at Qimen County, with a known deposit of 140,000 tons and 10,800 tons respectively. Huangshan is not only the original producing place for Qimen Black Tea, Taiping Houkui, and Huangshan Maofeng, but also the main producing area for timber, bamboo, silk cocoon, fruits, edible fungus, and traditional Chinese herbs. Two of the "four treasures for the study" are produced here as well, namely, the Hui ink sticks and the She ink slabs. The compass made in Wan’an Town of Xiuning County was a great contribution to the "four great inventions" in ancient China. It won a gold medal in the Panama World Expo held in 1915.

Priority Enterprises
Industry
Priority is given to green food processing, electronic information, and cultural industries. The two leading industries of equipment manufacturing and green soft packing will be sped up, the two traditional industries of fine chemical engineering and textile & garments will be upgraded, and the new strategic industries of biochemical and new material will be supported and cultivated.
服务业
加快推进皖南国际文化旅游示范区建设，大力发展旅游、文化、生态“三位一体”的现代服务业，进一步完善旅游功能，延伸旅游产业链条，努力形成休闲、度假、观光并重的旅游消费格局。支持重点文化企业做大做强，推进徽州四雕、文房四宝、万安罗盘、徽州漆器等规模化生产，积极发展以摄影影视产业为龙头的现代文化产业，加快演艺、写生基地建设，推动软件、动漫、创意、培训等新兴产业发展。
农业
主要是茶产业、竹木业、油茶产业、特色养殖业、果蔬业、中药材业、茧丝绸业。
Service Industry
Modern service industry featuring the holistic development of tourism, culture, and ecology will be further promoted with the implementation of the Wannan International Cultural Tourism Demonstration Project. Tourism service functions will be further improved to create and optimize the consumption structure. Focus will be on the merge of key cultural enterprises, especially those in the manufacturing of the local cultural products, such as Hui-style carvings, the four treasures of the study, Wan’an compass, and Huizhou lacquer ware. Support will also be given to film industries with the help of performances and sketching bases construction. New industries like software design, animation, and training service will also be encouraged.
Agriculture
Focus will be on tea industry, bamboo and wood industry, camellia oil processing, featured husbandry, fruit and vegetable farming, traditional Chinese herbs farming, and silk industry.
政策优惠
2015年，黄山市政府出台促进重点产业发展的一揽子政策“1+n”体系。
“1”即《黄山市人民政府关于加强政府性资金引导促进重点产业的意见》，是“1+n”政策体系的总纲。《意见》明确了重点扶持范围：一是绿色食品、电子信息、文化创意、装备制造、绿色软包装、精细化工、纺织服装等七大产业。二是绿色食品、汽车电子、绿色软包装、信息技术服务等四大战略性新兴产业集聚发展基地。三是科技创新性的中小微企业。四是具备各层次上市条件的企业。《意见》明确了资金扶持方式：一是基金方式，将设立市投资引导基金、市产业发展引导基金、市天使投资基金，基金方式将逐步成为扶持重点产业发展的主导方式。二是“借转补”方式，将是当前扶持重点产业发展的主要方式。三是事后奖补方式。另外市里还通过市立中小企业还贷应急资金、市鼓励银行加大信贷投放资金、增强政策性融资担保能力等措施，扶持重点产业发展。同时，《意见》对资金运行监管提出了明确要求。
Preferential Policies
In 2015, the municipal government of Huangshan released a one-package policy of “1+n” to support the development of key industries. In this package, “1” refers to the framework policy that encourages government funds to support and promote the development of key industries. The key industries to be supported are: 1) green food processing, electronic information, cultural innovation, equipment manufacturing, green soft packing, fine chemical engineering, textile and garments; 2) the industrial cluster bases for the four strategically new industries of green food processing, auto electronics, green soft packing, and information technologies; 3) middle to small sized enterprises featuring scientific renovations; 4) companies ready for listings at stock markets of different categories. The framework policy has also clarified the channels of fund support: 1) support with special investment funds. The municipal government will set up different investment funds to support those key industries. It will be the main way to support priority industries. 2) “from loan to compensation”; 3) compensation and awards after the successful operation of the enterprises. Other ways of support, such as emergency funds for middle to small-sized business, bigger quota for enterprise loans, and preferential financing policies will also be sought. Meanwhile, the framework policy has also made clear requirements for capital supervision and monitoring.

黄山市招商引资专项资金管理办法（试行）
第一条 为促进招商引资工作，根据国务院、省政府有关规定，结合本市实际，制定本办法。
第二条 市政府设立黄山市招商引资专项资金（以下简称专项资金）。专项资金原则上不低于2000万元，其中安排一部分设立黄山市投资引导基金。根据年度执行情况，可适当调整下年度专项资金预算额度。
第三条 市招商引资工作领导小组负责专项资金管理使用的决策、监督。
第四条 本办法适用于引进符合我市产业发展方向的新型工业化、现代服务业和现代农业项目。主要有：
（一）绿色食品、电子信息、文化创意、装备制造、绿色软包装、精细化工、纺织服装等七大产业；
（二）绿色食品、汽车电子、绿色软包装、信息技术服务等四大战略性新兴产业集聚发展基地。
前款范围的现有企业通过增资扩股或引进外来投资，视同新引进项目，适用本办法。
第五条 世界500强、国内500强企业项目或总投资10亿元以上的项目，实行“一事一议”。
第六条 对符合条件的招商引资企业，政府可通过投资平台直接投资入股或实行债权投资。
第七条 对符合条件的招商引资企业可给予贷款贴息，第一年贴息比例100%、第二年50%、第三年25%，单个项目每年贴息不超过300万元。
第八条 对新落户黄山经济开发区和黄山现代服务业产业园的云计算、物联网服务、电子商务、服务外包、工业设计和研发机构、文化创意等信息服务类项目，实行与工业企业同等的用地政策，按照有关规定分割办证。
对前款信息服务类项目租用黄山经济开发区和黄山现代服务业产业园厂房、闲置楼宇等建筑物用于运营办公的，可以给予3年的租金补贴，项目从业人员可享受公租房等优惠政策。
第九条 新引进工业项目企业自建厂房，按照固定资产实际投资额给予补助，具体参照《黄山市促进新型工业化发展专项资金管理办法（试行）》执行；企业租赁以政府（园区、开发区）为主体代建持有的厂房，可以给予3年的租金补贴。
第十条 符合条件的招商引资企业的副总以上高级经营管理人才、副高级以上专业技术资格人才及高级技师资格的技能人才，按其对我市地方财政贡献给予相应的奖励；给予每人每月2000元的住房生活补贴（期限3年）；其子女入学、入户、就业、就医等方面给予优先协调服务。
第十一条 黄山学院、黄山职业技术学院应届毕业生在本市工业、信息技术服务企业就业，并签订正式劳动合同的，自签订正式劳动合同起按每月300元/人的标准，按月计发生活补贴，连续补贴3年，并可享受公租房等优惠政策。外地高校毕业生来我市就业参照执行。
第十二条 成功引进符合条件的企业落户本市，按照《黄山市招商引资引荐人奖励暂行办法》，经核实后，按项目进度给予项目引荐人奖励。项目签约注册，给予奖励资金不超过1万元；开工建设并完成主体工程建设或到位资金达到投资额度的60%以上，给予奖励资金的50%；项目建成并投产运营，给予剩余奖励资金。
第十三条 符合条件的招商引资企业，还可享受《黄山市天使投资基金管理办法（试行）》《黄山市财政资金借转补管理办法(试行）》等政策扶持。
第十四条 建立招商引资服务机制，实行招商引资全程代理服务。
凡未列入涉企收费清单的项目，任何部门或单位不得以任何名义向投资企业收取其他费用。
发改、经信、农业、旅游、文化等部门应做好招商引资前期基础工作，编制招商项目库并进行可行性研究工作，所需经费在专项资金中列支。
第十五条 凡符合条件的招商引资项目，经黄山经济开发区、黄山现代服务业产业园或行业主管部门推荐，市招商部门根据项目的投资强度、纳税、产值、工程进度等情况进行汇总并报市招商引资项目推进小组。
招商引资项目推进小组对扶持项目按照竞争择优的原则，进行科学评审并将结果及扶持方案报市招商引资工作领导小组审批。
根据市招商引资工作领导小组审批意见，市财政部门负责专项资金拨付、清算和日常监控，并对专项资金引导效果、社会效益、风险控制、内部管理、专项资金退出及可持续性，进行总体绩效考评，定期向市招商引资工作领导小组报告资金运行情况。
第十六条 本办法规定的优惠政策按照项目税收入库级次纳入同级财政年度预算安排予以兑现。
第十七条 此前本市发布的有关政策与本办法不一致的，以本办法为准。对之前已签约的招商引资项目，按照尊重历史、注重诚信、合理过渡的原则，签订的合同继续有效。
第十八条 本办法由市招商部门会同市财政部门制定具体实施细则并组织实施。
第十九条 本办法由市招商部门会同市财政部门负责解释。
第二十条 本办法自发布之日起施行。
Measures for the Administration of Special Funds for Attracting Foreign Investment in Huangshan City (For Trial Implementation)
Article 1 The present Measures are formulated in accordance with the relevant provisions of the State Council and the provincial government, and in consideration of the actual situation of Huangshan City.
Article 2 The municipal government will set up special funds to promote investment in Huangshan City (hereinafter referred to as special funds). Special funds in principle will not be less than 20 million yuan. Part of the funds will be dedicated to the establishment of Huangshan City venture capital guidance fund. The amount of the guidance fund may be adjusted according to the annual implementation of the special funds.
Article 3 The work group of the city investment attraction will be responsible for the use of special funds management, decision-making, and supervision.
Article 4 These Measures shall apply to the introduction of a new type of industrialization, modern service industry and modern agricultural projects in line with the direction of the industrial development of our city. Specifically, they are:
(a) green food, electronic information, cultural and creative industries, equipment manufacturing, green soft packaging, fine chemical industry, textile and garment industries;
(b) the four major strategic emerging industries cluster development bases for green food, automotive electronics, green flexible packaging, and information technology services.
The existing enterprises, through capital increase or the introduction of foreign investment, can be treated as newly introduced projects. Hence, this article is also applicable to them.
Article 5 Favorable policies for the introduction of any of the world's top 500, the national top 500 enterprises or any project with the total investment surpassing 1 billion yuan will be discussed separately.
Article 6 For qualified enterprises, the government can invest directly through the platform to invest in equity or debt investment.
Article 7 Qualified enterprises can enjoy subsidies for loan interests, 100% of interests rate in the first year, 50% in the second year, 25% in the third year. However, annual interests subsidies for any individual project shall not exceed 3 million yuan.
Article 8 Projects of cloud computing, networking services, e-commerce, service outsourcing, industrial design and R & D institutions, cultural and creative information service that are newly settled in Huangshan Economic Development Zone and Huangshan Modern Service Industry Park can enjoy the same preferable land use policy as industrial companies. They can proceed with necessary documents and permits separately.
The information service enterprises mentioned in the preceding paragraph can enjoy rent subsidies for 3 years if they have leased Huangshan Economic Development Zone of Huangshan and Modern Service Industry Park or set up in the vacant buildings and other buildings for office operations. The project workers can enjoy the preferential policy of public rental housing.
Article 9 The newly introduced industrial enterprises can get subsidies if they build plants themselves. Subsidies will equal the actual amount of investment for fixed assets. Details can be found in the Management Regulations on the Special Funds in Support of New Type Industry Development in Huangshan City (Trial). Rent subsidies for 3 years can be granted to enterprises should they lease the plants in the parks provided by the government.
Article 10 The vice general or above, senior management personnel, associate senior professional and senior technicians of the qualified enterprises can enjoy corresponding awards in proportion to their contributions to the municipal revenue. They will also enjoy housing allowance of per person per month 2,000 yuan (for a period of 3 years); priority service coordination will be arranged for their children to go to school, to be employed, and to have medical care.
Article 11 Graduates from Huangshan University and Huangshan Vocational and Technical College in the city can have monthly allowance of 300 yuan / person for 3 years if they are contracted in industrial enterprises or information technology services and enjoy the preferential policies for public rental housing. Foreign university graduates will have the same preferential policy as the local graduates.
Article 12 The introducer will be awarded for the successful introduction of qualified enterprises as indicated in the Interim Measures for Investment Referral in Huangshan City upon verification. An incentive award not more than 10,000 yuan will be granted after project contract registration. 50% of the reward will be given after construction begins and more than 60% of the investment amount has completed; the rest reward will be given upon the completion of the construction and operation of the enterprise.
Article 13 Qualified enterprises can also be supported by the special funds set up or encouraged by the municipal government, as indicated in the two regulations of Regulations on the Management of Angel Investment Fund (Trial) and the Management Regulations on the Compensation instead of Loan of Public Financial Funds in the Support of Enterprises in Huangshan City (Trial).
Article 14 An investment service mechanism shall be established to ensure full service for the investment attraction.
No charges or fees other than the listed items shall be solicited from the investing enterprises by any person or government agency.
Committee for Economic Development and Reform, departments of agriculture, tourism, culture and other departments should prepare for the lists of investment projects and provide feasibility studies. The required funds for the preparation can be budged and allocated in the special funds.
Article 15 Qualified investment projects, recommended by the Huangshan Economic Development Zone, Huangshan Modern Service Industry Park or their superior departments will be filed and reported to the municipal working group for investment attraction with information of the project investment intensity, tax, value, and project progress.
The Investment Promotion Work Group will review the projects and relay the results to the municipal investment leading work group for approval.
The City Bureau of Finance, with the approval of the City Investment Work Group, will be responsible for special funds appropriation, liquidation and daily monitoring, as well as reviews on the guidance effect of the special funds, social benefits, risk control, internal management, special funds withdrawal and sustainability, and overall performance appraisal. Regular report of the fund use will be filed to the City Investment Work Group.
Article 16 Preferential policies will be executed in the same tax category reflected in their annual budget report.
Article 17 All the previously published policies will cease to be effective if they are contradictory to the Measures. Contracts signed before and still effective shall continue to be carried out with the spirit of respect for history, mutual trust and honesty so as to ensure peaceful transfer.
Article 18 The implementation details of the Measures will be formulated by the municipal investment department and the municipal financial department. They are also responsible for the execution of the implementation details.
Article 19 The municipal investment department and the municipal finance department are responsible for the interpretation of the Measures.
Article 20 The Measures shall come into force as of the date of promulgation.
